2018, les Etats-Unis et la Russie s'opposent en Arctique pour l'accaparement de ses immenses ressources, qui avec le réchauffement climatique, devraient être plus aisément exploitables. Les Etats-Unis, après l'élection du candidat républicain aux élections de 2016, ont implanté plusieurs bases militaires supplémentaires sur les côtes occidentales du Groenland. La Russie en a fait de même sur les côtes orientales. Pétrole (10% des réserves mondiales), gaz, aluminium, terres rares... cette partie du monde est devenue un enjeu extrêmement stratégique, et compte tenu des caractères bien trempés des présidents des deux super-puissances, le risque de conflagration est extrêmement élevé ! O add-on modding tool permite aos jogadores criar e reproduzir contextos e cenários (mods), bem como compartilhá-los com outros usuários. Desde o seu lançamento, mais de 250 mods já foram compartilhados e baixados utilizando a ferramenta.

O add-on modding permite a você :
•	modificar dados dos países (econômica, política, demográfica, fiscais...)
•	mudar as relações internacionais entre os países (alinhamento diplomático, alianças militares...)
•	transformar a geografia do mundo (mesclando países, fazendo com que regiões sejam independentes, colocando uma nova cidade no mapa...)
•	criar novas missões e cenários que são altamente desenvolvidos e detalhados (desencadeando protestos, guerras, desastres, escândalos políticos, assassinatos, eleições nacionais, exigências de personagens... com a opção de definir várias condições para desencadear esses eventos e edição de texto no jogo)
•	refazer a história, criando cenários  que começam no passado ou no futuro, a partir do ano de 1990
•	enriquecer os cenários com novos rostos e nomes de personagens, novos logotipos e nomes de grupos com o kit de personalização que podem ser usados com o add-on modding tool.

Alguns exemplos
•	Guerras Árticas 
Em 2018, os Estados Unidos e a Rússia disputam o controle dos imensos recursos do Ártico que, em virtude das alterações climáticas, se tornaram mais acessíveis. Após a eleição de um presidente republicano na eleição de 2016, os Estados Unidos estabeleceram bases militares adicionais na costa oeste da Groenlândia. A Rússia tem feito o mesmo na costa leste da Groenlândia. Petróleo (10% da reversa do mundo), gás, alumínio, elementos de terras raras ... esta parte do mundo se tornou estrategicamente crucial e considerando a natureza antagônica dos presidentes das duas superpotências, o risco de incêndio é extremamente alto! Além disso, a Groenlândia, preocupada, quer a independência de sua nação controladora, o Reino da Dinamarca, e as leis restritivas de seu programa ambiental. Cabe a você: como o líder da Dinamarca, tentar evitar a agitação global!

•	O Fim da Europa ?
No ano de 2020, a União Europeia foi completamente quebrada. Quase todos os países deixaram a organização após partidos populistas ganhar as eleições nacionais. Além disso, vários estados foram criados a partir de algumas regiões (como a Catalunha e Escócia) que ganharam sua independência. Assuma o controle do partido da oposição de vários países para tentar construir uma nova Europa.

Дополнение «Инструмент для моддинга» позволяет:
•	изменять данные по стране (экономические, политические, демографические, финансовые...)
•	изменять международные отношения между странами (дипломатические союзы, военные союзы...)
•	преобразовывать мир географически (объединять страны, предоставлять независимость регионам, размещать новые города на карте...)
•	создавать новые миссии и сценарии, которые отличаются высоким уровнем разработки и полнотой (запуск протестов, войн, стихийных бедствий, политических скандалов, убийств, национальных выборов, требований персонажа... с возможностью определения нескольких условий, которые запускают эти события, и редактирования текста игры...)
•	переделывать историю, создавая сценарии, которые начинаются в прошлом или будущем, начиная с 1900 года.
•	добавлять в сценарий новые лица и имена персонажей, новые логотипы и названия групп с помощью комплекта настройки, который может быть использован с инструментом для моддинга.
•	легко обмениваться своими творениями (хранить на нашем сайте, скачивать с него, а также напрямую высылать файлы с модификациями для игры...)

•	создание незаконных групп с подходящим размером контролируемых ими территорий, конфигурацией их вооруженных сил, корректировкой их силы и местной популярности

•	возможность добавления на карту зданий (атомных станций)
•	возможность изменения внешнего вида новых подразделений: дронов, полицейских автобусов,  вооруженных экстремистов, полиции...

•	действия планирования: запуск и завершение городских битв (с участием гражданских или военных) и тестирование их результатов, нормализация незаконной террористической группы, превращение законной партии в незаконную организацию, призыв относительно голосования по законопроекту (с ожидаемым исходом или без него) и тестирование результатов,  предоставление независимости региону, вывод войск из страны
•	условия действий планирования: тестирование создания международной организации, популярность и уровень верности персонажей, существование скандалов и возможность обличения, существование сети секретных служб, захват власти или свержение, смерть персонажа, выдвижение кандидатуры министра.
•	изменение законов относительно необычного газа и нефти
•	возможность создания модов на китайском, японском и португальском
•	новые сценарии «Битва за Арктику» и «Конец Европы?»
Несколько примеров:
•	«Битва за Арктику»
В 2018 году США и Россия стремятся получить контроль над огромными ресурсами Арктики, которая стала более доступной в результате изменения климата. После того как в 2016 году был выбран президент-республиканец, США установили дополнительные военные базы на западном побережье Гренландии. Россия установила такие же базы на восточном побережье Гренландии. Нефть (10% мировых запасов), газ, алюминий, редкие минералы... эта территория стала стратегически важной. Поскольку президенты этих двух сверхдержав отличаются антагонистической натурой, риск столкновения очень высокий! Более того, обеспокоенная Гренландия хочет получить независимость от Дании, а также от ее ограничивающих законов относительно охраны окружающей среды.  Вы – лидер Дании, и Вы должны предотвратить беспорядки глобального уровня!

•	«Конец Европы?»
В 2020 году Европейский союз окончательно распался. Почти все его страны покинули эту организацию после победы популистских партий на местных выборах.  Более того, несколько стран было создано в результате того, что определенные регионы (например, Каталония и Шотландия) получили независимость. La extensión de modding permite crear contextos y escenarios (mods), jugar con ellos repetidamente y compartirlos con los demás jugadores. Desde su misma salida al mercado, esta herramienta pone a su disposición más de 250 mods compartidas y descargables.
Una completa herramienta de creación
La extensión de modding te permite:
•	modificar los datos de los países (económicos, políticos, demográficos, fiscales...)
•	cambiar las relaciones internacionales entre países (alineamientos diplomáticos, alianzas militares...)
•	transformar la geografía mundial (fusionar países, independizar regiones, poner una nueva ciudad en el mapa...)
•	crear nuevas misiones y escenarios con un elevado grado de desarrollo y detalle (provocar protestas, desastres, escándalos políticos, asesinatos, elecciones nacionales, peticiones de personalidades... con la opción de definir varias condiciones para que se desencadenen estos acontecimientos, así como de editar el texto del juego...)
•	recrea la historia creando escenarios que empiecen en el futuro o en el pasado, desde el año 1900
•	enriquece los escenarios con nuevas caras y nombres de personalidades, nuevos logotipos y nombres de grupos con el kit de personalización que se puede usar con la herramienta de modding
•	comparte fácilmente tus creaciones (alojamiento en nuestra web y descargas desde ella, enviar directamente mods del juego...)
Nuevas funcionalidades (en comparación con la herramienta de modding de Masters of the World)

•	creación de mods que ofrecen la posibilidad de jugar con miembros de la oposición legal o ilegal;
•	creación de grupos ilegales con la posibilidad de asignarles regiones bajo su control, parametrizar sus fuerzas militares y regular su potencia y popularidad regional;
•	creación de batallas urbanas;
•	posibilidad de cambiar los jefes de Estado de los países o de cambiar el partido al que pertenece un personaje;
•	posibilidad de añadir edificios (centrales eléctricas) al mapa;
•	posibilidad de modificar la apariencia de las nuevas unidades: drones, furgonetas de la policía, extremistas armados, policías...;
•	posibilidad de suprimir los disturbios aleatorios;
•	planificador de acontecimientos: estallido o fin de batallas urbanas (civiles o militares), tests sobre sus resultados, legalización de un grupo terrorista ilegal, ilegalización de un partido legal para convertirlo en organización ilegal, convocar una votación para una legalización (con el resultado esperado o no) y test sobre su resultado, concesión de la independencia a una región y retirada de las tropas de un país;
•	condiciones en el planificador de acontecimientos: tests sobre la creación de una organización internacional, sobre los niveles de popularidad y de fidelidad entre personajes, sobre la existencia de escándalos y la posibilidad de revelarlos, sobre la existencia de una red de servicios secretos, sobre la toma del poder o la destitución de alguien, sobre la muerte de un personaje y sobre el nombramiento de un ministro;
•	modificación de la ley sobre el gas y el petróleo no convencionales;
•	posibilidad de crear mods en chino, japonés y portugués;
•	nuevos escenarios “Guerra del Ártico” y “¿El fin de Europa?”.

Algunos ejemplos
•	Guerra del Ártico 
2018, los Estados Unidos y Rusia se enfrentan en el Ártico por apoderarse de sus inmensos recursos, que, gracias al calentamiento global, deberían de ser más fáciles de explotar. Los Estados Unidos, después de la elección de un candidato republicano en las elecciones de 2016, han establecido varias bases militares suplementarias en las costas occidentales de Groenlandia. Rusia hace lo propio en las costas orientales. Petróleo (10% de las reservas mundiales), gas, aluminio, tierras raras...: esta parte del mundo ha adquirido una extraordinaria importancia estratégica y, teniendo en cuenta que los presidentes de las dos superpotencias son personas de carácter, no hay duda de que el riesgo de conflagración es extremadamente elevado. Se añaden a esta situación los deseos de independencia de Groenlandia, ansiosa por emanciparse de Dinamarca, el país que la tutela, y de sus restrictivas normas en materia medioambiental. Ha llegado su momento: a la cabeza de Dinamarca, ¡debe usted evitar una escalada bélica mundial!

•	¿El fin de Europa?
Año 2020, la Unión Europea se encuentra totalmente dislocada. La práctica totalidad de los países han abandonado la organización tras la victoria de partidos populistas en sus respectivas elecciones nacionales. Además, se han creado varios estados tras la independencia de algunas regiones, como Cataluña o Escocia. Póngase a los mandos de los partidos de la oposición de varios países para intentar (re)construir una nueva Europa.

4、	定制一个新的剧情任务（比如触发抗议，一场战争，完成政治抹黑，搞一次全国的选举），通过编制剧情触发器和修改游戏文件来实现
5、	你还能改变1900年以来的历史，也可以试着去搞一个未来世界的样子
6、	如果你担心你的剧情人物不够丰富，你还可以创建新的角色，新的logo，新的组织名字以及其他的东西
7、	最后，你能通过我们的官网上传自己的mod，或者是在游戏里直接把mod传给别人（联机查水表）

和国家统治者3的mod编辑器相比的一些新特色
1、	在这一版里，你可以创造反对派和地下党了
2、	如果你要组织个地下党，你能给他们分配占领区，决定他们的武装力量强度，匹配相应的武器装备还能决定他们在当地的受欢迎程度；
3、	可以创建关于城市战斗的剧情
4、	可以把国家领导人或是政党领导人给换掉
5、	能在地图上加建筑物了，比如太阳能发电站
6、	你可以改变一些单位的外观，比如警察、武装暴民或者是武警
7、	可以在剧情中一开始就预设一些暴动
8、	你能制定一个安排好的游戏进程比如在一个预设城市中是否发生了暴乱（战斗），钦定其结果，把地下党合法化，把执政党变成地下党，可以设定一场对某一项法律的投票活动（你还能决定要不要钦定一个结果），让地区独立，或者是让军队从一个国家撤军；
9、	在上一个制定游戏进程的功能中，你还能给它加触发条件。比如你可以设定某一个组织成立触发事件，也能设定成一个领导人受欢迎程度到哪个阶段就能触发时间，丑闻的曝光，网络间谍活动，篡权，被篡权，领导人死亡或是被提名成领导人都能成为触发条件。

北极战争
